Governor Ruth Ann Minner recognized the 2008 recipients of the Delaware Award for Excellence Monday, which ranged from a pair of workers who thwarted a robbery at the Dover tollbooth to a team who put their lives on the line to apprehend a high-level offender after a major altercation.

The National Association of State Personnel Executives announced Wednesday that two Delaware Office of Management and Budget initiatives were chosen as co-winners of the 2008 Eugene H. Rooney Award.
